Q: Can this be used when the other end is plugged into outlet...as a precaution

This is only for the male cord end. This cab covers the end that plugs into the outlet.

Q: Will this fit over the 3-prong end of an extension cord?

This plug cap is designed to cover the end. It will depend on if your cord shape matches the shape of the end of the cap. I used the particulary for a cord protector on a engine block heater. It fits, but not as snug as I'd had hoped.

Q: Do they make one for 30 amp prongs and 50 amp prongs

This thing is completely plastic it’s nothing to do with how many amps they draw. This cap is for your standard house outlet three prong design. It wouldn’t matter if a thousand amps were used when it’s not in place. No current flows when the cap is on

Q: Will this keep my pump sump male plug protected until I plug it when is need it?

This will work as a protective cover for most 120V 3-prong male plugs.
