Q: Is it supposed to be missing a ball?

Yes... So you can finish the puzzle. Each color ball has to go into the appropriate color ring on the outside of the hole.

Q: How do you rescramble the balls?

You have to push in hard and move them to the next available slot. Do that with each ball and then they’re all mixed up.

Q: How does it come apart? One of the balls split and im trying to take it out

I honestly don't know how to take this puzzle apart. Mine is still with all the balls intact. The paper that came with the game didn't have an English translation. See if you can find a video in YouTube.
